Project Overview:
The Walsh-VINCI Transit Community Partners (WVTCP) Joint Venture consisting of VINCI Construction Grands Projets and Walsh Construction has been selected to construct the $2.9BN Design Build Red Line Extension (RLE) project – the largest civil construction contract ever awarded by the Chicago Transit Authority (CTA). The RLE Mainline Design-Build (MDB) Project will extend the CTA's Red Line by 5.6 miles, extending from the existing terminal at 95th/Dan Ryan south to 130th Street and Doty Avenue. The Deputy Manager Quality Assurance (QA) has the responsibility for representing the QM when unavailable, overseeing all Quality system related activities for the Project, facilitating the development and evaluation of the Construction Quality Management System (CQMS), and verifying the state of compliance of Subcontractor Quality Plans. The Dep. QM has the responsibility and authority to implement, maintain, and improve the CQMS
Responsibilities:
- Reporting to the WVTCP QM on the performance against the CQMS and any need for improvements, nonconformances, and areas performing well
- Support the Area Quality Leads as necessary on issues of concerns regarding quality.
- Participant in Constructability Reviews during design development.
- Assure the promotion of awareness of quality requirements and expectations throughout WVTCP’s staff.
- Review Construction Work Packages as necessary to ensure quality requirements are properly defined.
- Initiate actions to prevent the occurrence or reoccurrence of nonconformities
- Subcontract and purchase order review prior to execution, to ensure that Quality requirements are sufficiently embedded within subcontractor accountability.
- Review and approval of subcontractor supplemental Quality Plans submitted for scope specificity
- Verification of compliance with contract requirements for Out of Sequence process completion.
- Ensure Supplier audits and surveillances that include factory acceptance testing or proprietary quality procedures Monitor the needs, the qualifications and composition of the quality staff.
- Ensure that specific training sessions are conducted to educate the quality and production staff on project’s expectations.
- Monitor, assess and audit the WVTCP performance in implementing the Project Management Plans, including the completion, collation and maintenance of quality-based documentation such as ITPs, Inspection Reports, Inspection Check Sheets and Calibration records.
- Track compiled quality records in collaboration with the Systems and Document Owners.
- Support the Project team members on implementing the CQMS and compliance with relevant legislation, standards and codes of practice, and provide ongoing support.
- Assist in developing monitoring tools such as Key Performance Indicators (KPIs) showing the effectiveness of the Contractor’s Quality Management System.
- Track and report to the QM status of system improvement initiatives and preventive actions.
- Develop and manage an effective ‘lessons learned’ process and disseminate any relevant findings.
- Reviews Corrective Action Plans for appropriateness in response to Audit Finding Reports.
- Perform audits, in the event of conflicts of interests for the Lead QA Auditor or QA Auditor.
- Lead QA Auditor– concerning overall QA/QC issues, including project staffing, audits, reviews, and inspection and test results
- AQCL – concerning testing, inspection issues, and subcontractor and supplier QC
- CM /PM–the construction leadership team regarding staffing and scheduling, audits, inspection, and test results, and hold points
- QA/QC representatives of subcontractors and suppliers - regarding quality concerns.
Qualifications:
Required
- Minimum 15 years’ experience in the construction industry, experience relevant transportation projects.
- Certified ASTM or equivalent standard for material control management
- Bachelor’s degree in engineering preferred in mechanical engineering or construction management.
- Experience as a Quality Assurance Manager supervising a Quality Assurance Team.
- Must possess ability to write reports and procedure manuals.
- Must possess experience in quality management systems and quality system audits.
- Well organized, flexible, detail oriented and multi-tasked.
- Knowledge of industry codes and standards.
- Proficiency in Microsoft Office to include Visio.
- Proficiency in quality management through Doc. Control Systems.
- Fluent in English with professional proficiency.
- Valid Driver's License.
Preferred
- ISO 9001 auditing certified is preferred.
- American Society for Quality (ASQ) certified is preferred.
- Knowledge of ISO guidelines is preferred.
- Experience working on Joint Venture (JV) construction projects.
- Ability to work in multicultural environment.
Salary Range:
- $140,000.00 - $150,000.00
Work Environment:
- Involves a dynamic and challenging work environment.
- Includes tasks such as maintaining and repairing heavy machinery, ensuring equipment operates efficiently, and adhering to safety protocols in construction sites.
- Required to wear personal protective equipment (PPE) such as hard hats, safety glasses, and reflective vests when on-site.
Physical Demands:
- Must be able to lift 25lbs.
- Walking and standing while in-office or on-site.
- Occasional climbing on and off equipment and bending to inspect.
