MILCON Program Support Analyst

US Citizenship required per our government client

We are looking for a financial data analyst with acquisition experience to provide contract and data management support to the Air Forces’ MILCON and Facility Sustainment Restoration and Modernization (FSRM) programs. The candidate selected for this position will perform a broad range of financial and data analyst functions for a variety of design and construction project requirements focused on government contract compliance.

The Milcon Project Data Analyst, Senior will assist with AFCEC Financial Management, Reporting and Budget. Tasks may include coordinating data inquiries, writing investment justifications and working with subject matter experts to provide information needed to develop and advocate for the PMO’s resource requirements.

Compensation & Benefits:

Estimated Starting Salary Range for Financial Analyst: $80,000 to $85,000

Pay commensurate with experience.

MILCON Program Support Analyst Responsibilities Include:

  • Assist with coordinating data inquiries, writing investment justifications and working with subject matter experts to provide information needed to develop and advocate for the PMO’s resource requirements.
  • Assist the Government in consolidating requirements and drafting documentation to support all out-year budget requests.
  • Coordinate with the PMO Business Operations Division Director and Financial Management Branch Chief in conducting analysis, consolidating documentation, and providing draft inputs for the Resource Allocation Plan (RAP) and Spend Plan(s)
  • Support the Financial Management Branch in tracking and processing financial data in SAP (or its replacement) and on external reports for the PMO.
  • Entry of procurement requests and reporting accurate funds commitment, obligation and disbursement data in SAP (or its replacement).
  • Assist PMO in ensuring that the budget is executed in accordance with applicable federal laws and regulations. Specific tasks required are as follows:
  • Management of SharePoint Sites
  • Development of weekly Newsletters using PDF form
  • Data entry and analysis
  • Trend Analysis
  • Interact with government personnel
  • Forecasting potential funding impacts
  • Draft formal memos
  • Validate project data and perform updates in various government systems including but not limited, NexGen IT and ACES-PM
  • Manage Workflow

MILCON Program Support Analyst r Experience, Education, Skills, Abilities requested:

Education:

  • A Bachelor’s Degree in Business or Finance from an accredited institution. 6 years’ related work experience may be substituted for a Bachelor's Degree. 4 years’ related work experience and an Associate's Degree may be substituted for a Bachelor's.

Experience:

  • A minimum of 5 years’ experience within the last 10 years must be in providing MILCON design and construction data analyst support. Experience must be in a construction-related discipline. Demonstrated performance providing technical input/advice, QA oversight, risk assessment, and field analysis.

Desired Qualifications:

  • Experience with any military Design and Construction Program.
  • Experience with government automated systems including NexGen IT
  • Experience with SharePoint.
  • Technical Skills:
  • Familiarity with NexGenIT.
  • Familiarity with Common Operating Picture (COP), desired not required.
  • Proficiency in Microsoft Office including Excel, Word, Access, PowerPoint, and Project.
  • Familiarity with producing data quality reports in various formats for audits and Congressional inquiries
  • Abilities & Soft Skills:
  • Strong written and verbal communication skills.
  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance.
  • Ability to coordinate access to facilities, set up briefings, and support visits.
  • Ability to compile, consolidate and organize documents, presentation materials, and other information.
  • Ability to track work assignments and report completion status.
  • Maintaining current updates and knowledge of computer software
