The Data, Reporting, and Policy Development Manager will oversee data management, reporting, and policy analysis for our clients homelessness initiatives. This role ensures that reliable data is collected and analyzed to support decision-making, improve program performance, and guide policy development.
Essential Functions
• Develop and implement data quality standards to ensure accurate reporting and data integrity in Homeless Management Information Systems (HMIS).
• Research to support evidence-based policy development, and work with city leadership to refine policies aligned with the city’s homelessness goals.
• Track program metrics and prepare reports on homelessness response outcomes, identifying areas for improvement and program successes.
• Provide data insights to city departments and community partners, enhancing collaboration and aligning data-driven goals.
• Develop training programs for city and partner staff on data management practices, ensuring consistency in data entry and reporting.
• Write programs to analyze data in a complex data environment and advances cross-functional homelessness planning projects through project management and consultative services.
• Define system requirements, conduct gap analysis, and identify alternative solutions that meet project development standards as well as project milestones and deadlines.
• Conceptualize, research, design and develop and deliver complex reports and analyses to support the Department/Division’s strategic objectives.
• Develop business applications to provide a comprehensive suite of data analytics and planning self-service solutions from a variety of systems.
• Member of cross-organizational end-user support team responsible for maintaining production systems including developing processes for triaging and addressing production support issues.
• Ensure compliance with policies, procedures, and requirements and applicable legal regulations.
• Responsible for developing, testing, and generating reports from a host of systems and delivering results to clients.
• Provide support on various analyses and reporting services that include conducting complex statistical and quantitative analyses and presenting data in written reports, oral presentations, and graphical displays.
• Reviews, develops, and/or modifies work plans, methods, and procedures, determines work priorities, develops work schedules to provide adequate staff coverage, and approves leave and timesheets. Provides work instruction, assists employees with difficult and/or unusual assignments, and encourages innovation. Assigns and distributes work, reviews work for accuracy and completeness, and returns assignments with recommendations for proper completion.
• Conducts hiring interviews and selects candidate(s) for job opening(s).
• Resolves problems, mediates conflicts encountered during daily operations, determines appropriate solutions, and promotes teamwork. Encourages regular communication and informs staff of relevant business issues and their impact on the organization.
• Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee; provides reward and recognition for proper and efficient performance. Assists staff to achieve performance standards and identifies opportunities for continual improvement to performance standards.
• Ensures quality, effectiveness, and efficiency of unit activities and safety measures.
• Documents causes for disciplinary action, initiates letters of reprimand, and makes formal recommendations for disciplinary action. Responds to formal and informal employee grievances and prepares written responses.
• Develops and manages the budget for the work function(s) and allocates funds within the budget to accomplish objectives. Ensures procurement, contractual, and financial activities are compliant with the City’s finance, accounting, and procurement policies and procedures.

Education Requirement
Bachelor’s Degree in public health, business administration, data sciences, human services, social work, social sciences, or related field. Master's Degree preferred.
Experience Requirement
Five (5) years of progressively responsible experience in a combination of data management, policy development, direct services, community planning or an equivalent combination of education and experience except that additional education may not be substituted for the minimum experience requirements.
Education and Experience Equivalency
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Licensure and Certifications
• Must possess a valid driver’s license.
Special Requirements
• Must obtain and maintain a City of Santa Fe driving permit within three (3) months of hire.
